It was a very frequent mistag. The tag was called "shirtless", people were using it for characters without a shirt no matter what clauses were in the wiki.
The bulk update request #7175 (forum #196507) has been rejected by @evazion.
So what are we going to do about this?
The topless tag's name should be changed at the very least, unless zapdos's BUR is going to be approved.
The topless male and bare pectorals tags are still not updated too since I was waiting for this BUR (and the bare pectorals one) to be done.
Speaking of that, should things like suspenders, chest harness, chest belt or any other rather large accessory count against topless male or nude?
We need to be clear about those things to prevent mistags and fix the older posts, but I'm unfamiliar with how topless is suppose to be used for females, and the wiki doesn't mention anything about this.

I have just finished rewriting the topless male and bare pectorals wikis (using topless and breasts outside as basis).
I hope that it's clear enough now, but feedback would be appreciated.
Nude from the waist up. For example, wearing pants, shorts, male swimwear or male underwear without a shirt or other upper-body clothing.
Guidelines
- Don't use when the character is fully nude.
- Don't use when you can't see the character's lower body. You should be able to tell the character is clothed below their waist, if you cannot, use nude instead.
- Don't use if the character is wearing a jacket, coat, overalls etc without a shirt. Use no shirt instead if they're wearing it with lower-body clothing, or the appropriate naked_* tag if they're only wearing that article of clothing.
- Don't use bare pectorals, bare shoulders, bare back, or bare arms with this tag.
- Don't use for monster boys who don't normally wear clothing from the waist down. Use nude instead.
- Wearing suspenders or pasties still counts as topless male.
- Wearing chest harness, belt or revealing tops like o-ring top doesn't count as topless male. Use bare pectorals or other appropriate tags instead.
When pectorals are exposed while the character is wearing upper-body clothing, or is in the middle of undressing.
This includes wearing revealing clothes, torn clothes or open clothes etc.Do not use this tag in situations where a male character is nude or topless
If the pectorals are partially covered (e.g with tank tops), use pectoral cleavage and/or sidepec instead.Examples

Just as expected and mentioned by others above, users are already mistagging topless on males post #4881181 post #4848192 post #3740564 post #276415 post #4796559 even after gardening done by other users.
It is also still used on 1other characters like post #3234010, and the wiki doesn't mention anything about it. Justifiable because we have no other way to tag them.
Ignoring this BUR is a mistake. We only did half the work that should be done.
We already dealt accordingly with something like this once with mature female and mature male. We can't we at least do the same here?
