Yeah, then it doesn't work. Unless that somehow counts against the hadanugi dousa tag, which I'm not sure about.

Originally there shouldn't be anything covering the shoulder. Word has "revealing the skin" in it, and dictionary definitions also mention revealing the skin. But (Japanese) people use it all the time also for the variant with clothes worn underneath (including on Pixiv. Probably because of Gintama (despite Gintama having at least one episode dedicated to the actual hadanugi dousa look, Ep 292). People often call his outfit "hadanugi-style" or "hadanugi way of wearing the kimono".
So... yeah, don't think it's practical to enforce a "must have a single bare shoulder" distinction.
