imply facepalm -> hand_on_own_face

BUR #6522 has been rejected.

create implication facepalm -> hand_on_own_face

Pretty self-explanatory.

it's possible to facepalm using someone else's palm
also the title of the thread doesn't match the BUR

Changed thread name.
hand_on_face is aliased to hand_on_own_face.
The implication could be done if hand_on_face becomes an umbrella tag.

Many facepalm pictures are hand_on_forehead, contrary to the naming.
