About "western furry content", you don't need to take it literally. It's more about the aesthetic most western furry artists use that is not encouraged in danbooru.
The post #4635835 that you flagged has a good art and anime-like aesthetic, so nothing really wrong with it.
With "western furry content", take examples like these:
Posts in this style would be off-topic. If someone wants to see or upload this type of art, they should look into e621 or furafinnity.

We don't care what the artist's nationality is, we only care about a combination of artstyle and copyright. If the artstyle or the subject matter is "anime related", then it's typically up to the quality to decide. Exceptional quality can occasionally make exceptions of things that might not otherwise have a place here.
I think the post you flagged is fine, though now it might have trouble getting approved since furry is a divisive subject matter to begin with.
Seems confusingly ambiguous, to be honest. Feel like artists such as kojima video (external link) have a style that has some mix of anime and e621 style
