Outside Background Border

BUR #5160 has been approved by @evazion.

create alias cropped_background -> outside_border

Both from the wikis and tag usage these seem to refer to the same thing, cropped background is much smaller than outside border though I'm not sure which name is better to use.

The outside border wiki would need to be rewritten to emphasise that a border isnt required.

Do you have an example of a picture that fits under these tags but doesn't have a border?

If the designated tags will always have to be used by the border tag.
Need check cropped_background -border, outside_border -border >> add border. If need, create implication.
Otherwise, the absence of a border tag will conflict with the description of the tag itself.

Ah yeah, I guess letterboxed/pillarboxed count too.
