As you mentioned 2b: I guess that the tag is/was supposed to be used for thighhighs under thigh boots. But thigh boots implies thighhighs so searching for thigh_boots thighhighs would get you the same results as if you were only searching for thigh boots. This means the tag is needed, because there isn't any other option to search for this specific case.
But it would still be possible to search for knee boots and thighhighs.

The reason the implication exists to begin with stems from the fact that a lot of anime-style thigh-high boots are only distinguishable from the stocking/sock thigh-highs by having a sole on the bottom (ex: post #4278421). Once you can't see the foot portion, you really can't tell the difference at all (post #136132). Someone even tagged post #3604350 thigh_boots because of the expectation they were the normal boots Miku wears, only for this one to actually be shoes worn with the stockings.

Of note, to recreate the appearance (and not spend the money on a pair of boots) some cosplayers will wear thigh-high length stockings over normal women's shoes.

Additionally, bulk isn't always a good indicator on if they're boots or if they're thighhighs. post #4330344 would give the impression of thigh_boots, but then they are worn with actual boots.

I don't think thigh boots -> thighhighs is a good implication and this thighhighs under boots tag is a good example why. It exists mainly to work around this implication, because searching for boots + thighhighs doesn't work. Any time we have to invent new tags to work around our own implications, it's a sign of a bad implication.

It also creates really weird scenarios where, for example, knee boots are considered footwear, but make them a little bit longer and suddenly they're considered legwear and grouped in with socks and pantyhose. By this logic, knee boots should imply kneehighs because they're both knee-length.

To put it another way: if you really can't tell whether something is thigh boots or regular thighhighs, then you wouldn't tag it thigh boots to being with. By tagging something thigh boots, you're saying you really can tell they're boots and not just stockings.

It's like treating panties and bikinis the same because sometimes they look indistinguishable. That may be true, but people still wouldn't want them to be grouped together.
