The wiki makes the distinction pretty clear. However, I don't think average user knows about the garter_belt tag and uses garters instead.
post #429748 is an example of garters. Note the elastics around the thighhighs. post #423002 has the straps but not the elastic making it garter_belt.
Reese mentioned this discussion in forum #36169. Since I have been pretty confused by the related concepts, please let me revive this topic.

Actually I've been wanting that we consider that if we can't actually see a garter_belt, but we see the straps it receive a garter_straps tag instead as well. As you pointed out, and I had seen long ago, there are articles of clothing that can also support garter straps beside the belts.
When I wrote the definition for wrist cuffs at the time I made the tag, I shouldn't have also tossed in the bands that go around the wrist that are frilled. I've been thinking that they should likely receive their own tag, and have been thinking something along the lines of "frilled_wristband." Of course if it'd make more sense for someone to call it a wrist garter or something I wouldn't have a problem. I believe there are some that are meant to go around the wrist to keep the open end of a glove tight against the wrist.
What would be the tag for something like post #622173? The straps are clearly visible, but there doesn't seem to be a belt or stand-alone leg garter for them to clip to.
