remove implication jacket_on_shoulders -> jacket

Re-requesting alias. Coat on shoulders has only 88 posts vs 1117 posts containing coat + jacket on shoulders, whose wiki includes coat and the currently existing implication to jacket mucks it up. We do not need a separate tag for coat on shoulders. Upon approval I will clean up coat posts that shouldn't be tagged jacket.

Oops. Guess there's some cleaning to do moving some jacket on shoulders posts to coat on shoulders.
