remove implication rice_hat -> hat
create alias rice_hat -> conical_hat
create implication conical_hat -> hat

This is a better name for the tag and more encompassing as it does not have to be for people cultivating rice, and has been worn in other cultures.

Well it make most since to me to imply that tag to conical_hat

"conical hat" receives less than six million Google results while "rice hat" receives over six hundred million. People know this garment as a rice hat, and as nonamethanks pointed out there is more than one conical hat design (jingasa, party_hat, dunce_cap etc.) - conical_hat is too vague a term for a tag that references a specific design.

conical_hat is simply too broad to be dedicated to one type of conical hat. We already have hats like witch_hat and wizard_hat of which many could be referred to as conical. There's also dunce caps. I also would not be surprised if there are depictions of Hennin around as well.

I mean if you want to say that "conical" encompasses birthday hats, witch hats, etc, asian_conical_hat would alleviate that confusion, and be encompassing of all the different types of traditional conical hats of Asian cultures, such as the jingasa, hennin, and others which, if cultivated as their own tags may imply to the the new name of the tag which does not denote necessarily association with rice farming. I think being encompassing of those types of Asian conical hats is a good thing, as they're all of that type and may be clarified to their specific type

I would ask, is a jingasa a type of rice hat? My answer would be no, it's not, however I think all would agree it's a type of Asian conical hat, and this reflects the following tag count totals:

Post count for jingasa rice_hat: 6
Post count for jingasa -rice_hat: 39

Maybe an asian_conical_hat umbrella (heh) tag?
Tbh i don't really see the issue here. Unless i'm missing something, that kind of hat is called "rice hat" in english. Of course it's not used by only rice farmers, as for example baseball caps are only used by baseball players/fans.

That's what I was going to make the request for originally put opted to remove _asian.

Considering that a jingasa is a type of [whatever we call this type of hat], shouldn't they receive the tag? If that's accepted it seems weird to me to call a jingasa a type of rice hat, but it's definitely a type of asian conical hat. I would think that we would want an implication to asian_conical_hat if the tag existed.
