The better, more authentic version is encouraged, regardless of it's source. Pixiv has good compression policies and so an image being available there is often assumed to be better quality. If an artist consistently has an odd posting style like that, it's good to make note in their wiki entry so people know to look for the typically better quality images. (And such a notice, coincidentally, has been in the wiki entry of the artist for just short of three years: yomu_(sgt_epper))

Raised the appeal limit. Before the limit was 1 appeal per day. Now each appeal costs 3 upload slots. This means that if you have 15 upload slots, you can appeal 5 posts at once, but you won't be able to appeal or upload more until your appeals are approved or rejected. Think carefully about what you appeal, because if your appeals aren't approved you may have to wait three days before you can upload or appeal again.
If you understand correctly, you may not have enough download queue for operation this time.
Perhaps the rules in the first message will be updated later. Or the topic can be closed, another topic can be opened for discussion of works that have not passed the appeal.
