Shallow Water Implication

create implication shallow_water -> water

Can't have shallow water without there being water, I looked and there has been no previous topic about this either.

I'm not sure how deep we want to restrict shallow water to so I just threw together a quick wiki for it.

I'd note that the water wiki implies it isn't to be used for underwater, but there are two posts with shallow_water underwater. However, both are not necessarily tagged properly. I think it'd be reasonable to say that underwater posts can't be in shallow_water by definition.

Edit: for that matter, tons of underwater posts are tagged water anyway, though probably either all of them should be or none of them should be.

I'm not sure if that line in the wiki is implying that the tags should be kept separate (which I don't agree with anyway) but I agree that posts tagged underwater it's too deep for shallow water.
