It’s one of the incentives to actually get a paid account instead of using the site for free. See help:users for all the Gold and Platinum incentives. Paid accounts are necessary to pay for the servers to keep the site running.

It's technically not considered sale in a legal sense, but I understand where you're coming from. As for US law, lolicon/shotacon are not illegal on a federal level, but are illegal in some states.
Edit: Also, depictions that are clearly distinguishable from actual children do not constitute child pornography.
In addition to what kittey and Zurreak mentioned, it's called due diligence, as it keeps such images out of the hands of the general public, to include underage persons. Having to pay by credit/debit card pretty much guarantees that the user is of age as at least in the United States as you have to be 18 years or older to have a card. They could always steal one from a relative, though there's nothing we can do about that, but at least this method works a heck of a lot better than a clickable checkbox asking if you're 18 years or older, which is pretty much worthless.
