This just seems incredibly arbitrary and that I'm wasting my time by attempting to upload.
The first of those is very basic, and more so than any of the active artwork by that artist, both regarding shading and detail. It's also worth mentioning that only 9 of that artist's works were approved by anyone other than Himegami Akane, and post #2702403 is typical of those posts' standard. Not even in the same league as the one you uploaded.
As for the second one... Bear in mind that pictures are judged individually. Leeway for approval of weaker parts of a series does exist, but is really for when one picture is necessary to fully appreciate another, usually when they tell some kind of story. This is clearly not the case here.
Looking then at the actual art in question, aside from the large amount of colour spill, I'm struggling to make out the anatomy under that dress. I just don't see how it all comes together without some sort of optical illusion (or detached leg)... Oh, and some of those fingers are really dodgy too. While some of the artist's other work is far from ideal (the left leg of post #1911407 is definitely suffering some sort of problem), they aren't as eggregious as post #3662929.

Bad anatomy: Bad hips and legs. The thigh gap being this wide doesn't help as well. It's like the lower abdomen is not really there.

I can see nothing dealbreaking here. The unmoving checker pattern on the clothes does seem to make the torso look a bit weird at first glance and the reflection does not line up, but those are pretty minor gripes.

Let's say that the source isn't what you usually see here and most, if not all, approvers don't trust unknown sources even if they're viable. We can't or don't want to check every source.
Quality-wise it's fine.

Neople's fan art contest stuff is handled oddly, most of it is direct uploads to the official site with the artists using their in-game name and nothing even remotely close to a mirror on deviantART, pixiv or what have you. makes things a little confusing. i still haven't managed to find the artist or a more definitive source for last year's fan art contest winner (post #3240990). you'd think the dev team would at least give these people a shout out.
