Question: Ok to upload official art done by a banned artist?

Just want to know what the guidelines are when it comes to such cases -- like, official promo art for a video game, but it happens to be done by a banned artist?

Does the banned artist tag supersedes the fact that it's official art done for a company?

It supersedes it - they don't want their things up here, period. The fact they've sold their services to someone else doesn't change that.

Thanks. I'd have guessed that because its promotional art for a company, which the companies usually want out there (the more eyes on it the better), it would supersede the wishes of the artist, as the artist doesn't have full control of such art (as its the company's now)
