I don't want to go into any details publicly, but I'm having an issue with another user that I'm not sure at all how to handle, nor could I find an existing forum to go to about. It's not a big matter, but I would like to speak to somebody about it.

First chat with them privately in DMails. Explain your reasons about a problem or whatsoever. If said user does not reply, then you can talk with a moderator about this. If you are in the receiving end of a DMail, reply to it.
Already tried DMing, didn't work out. Apologies if this is a question answered elsewhere, but what is the best way to go about contacting a moderator for something like this?

There's no convenient way to contact all the mods at once, but here is the complete list if you want to message them individually. Note that none of them are guaranteed to be active at a given time, so you may have to wait for a while unless you just message everyone.
FYI, public pools aren’t anyone’s property. If you don’t agree with a pool’s content or description, bring it up for discussion on the forum.
If you want a collection you have full control over, you can create a favorite group from your profile. You can also make it public so that other users can view the contents even though they won’t be able to edit them.
Whatever the offense was, I have the feeling that the people demanding other to improve are pretty harsh towards them. At least that's what I get from Discord and when I read mails that are made public there (which btw. is perfectly fine in my eyes to make public).
So, I'm not surprised when the person in question becomes more or less defensive and/or not cooperative.
