cunnilingus_gesture is usually a red flag for yuri, in the same vein that fellatio_gesture implies the female/male/other wants to perform the latter action when they simulate it. The reason it doesn't have straight-up yuri added in the list is because there's just enough wiggle room for the argument that she wants it performed on her as opposed to doing the action to another woman herself. Hence implied, but not definitive.
EDIT: Just my own 2 cents on the matter. I've read up on why some users say otherwise, so I'll refrain from adding implied_yuri from now on if popular opinion declares cunnilingus_gesture an open-ended tag (without context).

Cunnilingus gesture doesn't imply yuri for the same reason penetration gesture does't imply hetero (or yaoi, in the case of post #128816). Yuri refers to interactions between characters. A girl facing the camera and striking a pose isn't interacting with anybody.

I don’t know if Comic Alive is similar, but we’ve been tagging magazines like Megami for a long time.

I also just discovered that we already have pool #1577 ("Self-portraits Based on Online Generators") for characters based on these shindan maker things. If no one objects, I'm inclined to move everything in the pool to the shindan maker tag.
The new character, Rin, is an otoko no ko. While this is only revealed in the latter part of the game, it was telegraphed clearly enough in trailers that there was a debate on whether to use 1boy or 1girl for him. Do we go for 1boy now or consider it spoiler info?

I've gone ahead and deleted pool #1577 ("Self-portraits Based on Online Generators") and pool #14802 ("Let's Make you Into a High School Girl!") and moved them to the shindan maker tag.
It translates to something like "legal/lawful flash/peeping/glimpse", basically whatever accidental upskirt/pantyshots/downblouse/nipslip etc would roll up to. I'm not sure there is an equivalent term for that in English.
