Reason: panty_pull is well-established (if somewhat weird).

I think the panty_pull absorbed what is in fact more like panty_pulled along the line somewhere.

I'm creating panty_down -> panty_pull and pantyhose_down -> pantyhose_pull if I get no objections.

One question is whether crotch-level/thigh-level/shin-level needs any sort of distinction.

I don't think about these tags a lot but off the top of my head I don't see a problem.
