May as well add party_hat tokin_hat and possibly deviruchi_hat. I'm not sure what the last one is so I'm not sure if it's an actual hat aside from being a head ornament. (These are the only ones with over 25 posts without an implication, the last one is negligible as it's only on RO posts and almost all from one artist.)
We've also got the following in order of count (a few of these are already alised. Some of these should probably be also renamed or aliased with others as well. There is a real name for rice_hat right? This is all the ones I see for completeness, many of these aren't in great use. Ah, I hadn't looked at the caps. I wouldn't implicate swimcap to... well, probably anything. Doesn't seem like a hat or cap, anyway, like shower_cap. As for the other caps, I can see garrison_cap, nurse_cap, peaked_cap, shako_cap, baseball_cap going to hat, but not maid_cap.
So I added those five.
I edited sunhat to sun_hat since there were only 8. A lot more images could probably go in that tag.

hat tags is huge and I'm still going through them, most of tags I used because they were already there.
A maid_cap is not a cap or hat, it's a headband.
A cap is something that is more sung to the head, so shower and swim cap is indeed a cap.
Deviruchi is a little black Demon from Ragnarok Online (mascot almost), it's something you can make your avatar wear and you can buy it for real life use.
There is a fancy name for rice_hat but the various terms to describe each one in design would be too much. So rice_hat covers all of them by default.
I think maid_cap should be renamed or aliased to maid_headdress. I'm not sure it quite fits with the current (nor my own personal) definition of headband, which is why I suggest maid_headdress instead of maid_headband.
I kind of like the idea of the animal_hat tag. Do we have tag to cover hats or other pieces of head wear (in particularly hoods) that have animal ear-like shapes on them?
I like maid_headdress. Headdress seems to be what's used in Japan, as well as the CGL community. I think it'd mainly be useful for images of nude maids.
