I understand that both Japanese and Chinese clothes are similar.
But as the character is a historical Chinese, her clothes should be counted as Chinese, isn't it?

Well... to be quite honest, I wouldn't have tagged that character with japanese clothes or chinese clothes. Although it's tagged with kimono, which therefore adds the japanese clothes tag, it is in no way a kimono either.
Instead, it appears to be a completely custom design with perhaps some very minor oriental influence. The only thing I'd tag it with instead is purple dress, wide sleeves, long sleeves, side slit, blue coat, and stole.
I guess they are too hard to classify whether they are Chinese or Japanese, also too generalized if we are going to label them as Asian clothes.
I still think if this case happens we should stick with the nationality of wearer. But I will just go with the majority this time.
Thanks for the responses.
