Danbooru favors verbs in gerund form. Moreover, the word "shower" in this sense is vague and easily construed to mean shower installations rather than the act of taking a shower. This leads to rampant misuse of the tag: post #436196, post #1465989, post #2174521, post #2220137, post #2441383, post #2505248, post #2635745, and so on.

That's the problem. The tag is defined by its wiki to only mean characters showering, not the bathroom fixture itself.

Splitting this into two separate tags (perhaps leaving shower as a disambiguation page?) makes sense. We already have a shower head tag, though. Would the overlap between this tag and shower_(object) be enough that one tag becomes redundant?

Iridescent's suggestion makes sense (I think :>). That way we make sure that we have an object and shower is aliased to showering. So the tagger sees that "shower" is the verb and that there is a seperate tag for the object.

I think the bulk of showers would likely fall under shower head, but I don't think all showers will. For example improvised or camping showers might lack a recognizable shower head, but still stand out in the image as a shower.
