Is this tag needed? If yes, then it should be treated like medium breasts? But I think that the definition of short hair and long hair don't leave much room between.

We don't really need the medium hair tag. I don't really see much of an use for it.
Since, according to the wiki, short hair is used for hair shorter than shoulder length, and long hair is for shoulder to waist length.
I tag shoulder-long hair with short hair.
But this sentence is really weird, because why would a page like Danbooru wants that?
"Shoulder length hair should not be tagged at all as it's medium length."
We have missing information here. Off course you can search -short_hair -long_hair, but that shouldn't be an option, because it's not very intuitive and the result you get are mostly posts where the correct length tag was forgotten.
Funny, I was about to create this same topic, only to be beaten to the punch. I have no idea why this tag was created or why it is suddenly being populated, but it seems too narrow to be useful. Shoulder-length hair isn't especially noteworthy and doesn't need its own tag; if it is to be tagged at all, it should be merged into one of the more established hair length tags.
I've long tried to respect the rule against tagging shoulder-length hair as short or long, but this is probably a minority viewpoint, in which case merging it into one tag or the other would merely be codifying existing practice.
I don't think it needs to get nuked. This is perfect example for medium hair or at least that's the example when I use this tag for post #2644998 or post #2618885

If its a little bit exceeds shoulder length then it's good idea to use this tag such as the posts I showed above. I use long hair when the hair length exceeds the shoulder blades. If its above shoulders then I used the short hair tag so medium hair adresses the area between above shoulder blade and if it doesnt exceeds shoulder level.
