I am currently experiencing an issue where my subscriptions haven't updated in about a week and a half (including on my account page, not just the sub:LTalon search). I vaguely recall having this issue before, and fixing it somehow, years ago, but I can't for the life of me remember how anymore.
Is anyone else having this issue? Is this a known issue? Does anyone have a fix?
Uhh, no? Saved searches do practically the same thing but better. The only difference is that saved searches can't be made public, while subscriptions can. The navigation is pretty meh though, at least for right now.

Subscriptions came up with all the latest image-posts of all subscribed art on a single page > I have no idea what's going on with Saved Searches. It is not listed on one's account, and the only way to get there is to go to your account and look at the confused clutter of images now presented at the bottom and click one of the titles.
Going to that help page and clicking To manage your existing saved searches, visit your saved searches page. just brings up a confusing and silly list of artists, each of whom needs clicking separately. Image-Search.
Whereas even now, Edit Subscriptions brings up an elegant easy to see list. Image-Edit-Subs
And I am not bothering to go to my account page every time to scroll down looking for whichever search it may be, when with subscriptions I merely had to bring up a single page from the bar.
And the Subs help page really needs to have a note saying it's stopped working.

It seems that this is even more needed now given how everything you're mentioning is pretty easily refuted. But the navigation needs work, that I can say.
SS's are listed on your account -- in the field Saved Searches if you've categorized them. And it seems to me you have not. All you've added is just artists -- you need to categorize them manually e.g. "Artists 1", "Artists 2", etc. SS's work the same way as subscriptions, but instead of putting searches on new lines, you 'categorize' searches. It's an easier way to edit, I find.
Here's what my SS's look like. I categorize artists by a general artstyle or motif I'm looking for. Then I have a few other search categories like 趣味.
Here's one interesting thing you can do with saved searches that you can't with subscriptions (or at least, without huge limitations). Say you want to cross-search two categories of searches you've saved. All you would have to do is search both of them. And given there's no post limit (with subscriptions it's max 200), you can continue searching these for as long as you like.

Cross-searching two categories is a really interesting function that I hadn't thought of before. I mainly use saved searches to store long tag combinations for tag gardening.
It might be good to include some usage examples of saved searches on the wiki page, so users can get some idea of what saved searches are capable of and how they could use them.
I wouldn't bother with the inferior functionality of 'Saved Searches', it's not the same thing at all.
As someone who was initially skeptical about the change, it's functionally virtually the same thing. I go to my profile and see new posts for anything I'm tracking through saved searches. Just now catching onto this and I'm not realizing how to manually update or refresh the results for a 'search:all' query.
I had a simple subscription with several tag categories I liked, and I migrated it, but it looks like it's being selective about which posts from some tags to show up under 'search:all'. Even though the newest post in my saved search was uploaded from 14 hours ago (from a certain tag), there are some earlier and later pictures from a different tag that don't show up on that result until they reach 'uploaded 24 hours ago'. This is all with each tag I had in my subscription being it's own 'search' under my General saved search.
For an example, I made up a quick search of 'anime 2017'. First I tried it with gabriel_dropout, then I edited in urara_meirochou and nyanko_days, including tildes. For some reason, no matter how much I rearrange or edit the new saved search, only 'gabriel_dropout' posts show up. What exactly am I missing?

Just from reading the code, it appears that Saved Searches only get refreshed upon creation or when you log in. Just FYI, log in events include not only signing in with a username and password, but also when the HTTP session expires and you're automatically logged back in with the username and password hash located in your cookies.
Is there anything that explains who can view saved searches? Even when they were still subscriptions, I never could see my own subbed tags/saved searches without going directly to the tag searches themselves.

Now there are 5 images between the two of them. I haven't changed the saved search category in this time, and tags haven't been changed in the newly appeared images that would add them to the set, and nor is this the only place or only time where/when this has happened. How am I supposed to keep track of what I have or haven't looked through if stuff keeps appearing in the middle of a section I've already gone over?

This. I also find this highly annoying with some posts appearing up to like 10 posts behind the ones I watched the day before and it seems really random too which ones does it and which ones don't.

Can you also disclose the IDs of the 5 "new" posts and all the search queries within the affected search category? Maybe this is caused by an asynchronous update mechanism.

I am not surprised that so many users are getting confused by the minimalist saved searches interface. Right now there is not even a button on the navbar that links to said interface. (Neither on the "My Account" page nor on "Posts" page.) Originally it was linked on the navbar of the "Posts" page under "Subscriptions", but that was changed after issue #2831. In this context, @evazion also explained the need for better UX.
My complete wish list for saved searches ( @albert ):
Link the saved searches interface on the "My Account" navbar next to "Edit subscriptions" (deprecated) and call it "Manage saved searches" (screenshot).

Please remember that a saved searches category only lists the 1000 most recent posts. The more search queries you have listed under a certain category, the faster your posts run through the 1000 entry FIFO buffer.
