Both of those would be an appropriate swimsuit if they were worn without the other clothing at the beach or swimming pool. They are modest enough to be worn in public and appear that they could become wet without a problem. The first one has some ambiguity and you could tag it either way and if it's in fact a bra it would be wrong whether there was this implication or not.

I see it like this, imagine a character in a full bikini. Now imagine it is cropped form waist up. The character's bikini top would still have to be a swimsuit because it's just a crop of something that would be a bikini (and implicated to swimsuit). So if either a bikini top or bottom is being worn it must also be considered a swimsuit even if the other clothing are not swimming/beach appropriate and even if that article of clothing is the only one thus suited.

Another issue I'd like to point out is that when many uploaders see a picture only has a bikini top or bikini bottom they will tag accordingly, using say only bikini top while not using bikini. However if they want to specify the appearance of the swimsuit such as its color or pattern they will use the corresponding *_bikini tag rather than *_bikini_top which are much less populated tags. And hence their upload will be tagged with both bikini and bikini top (bikini bikini_top) because of the implication.

I don't know a suitable solution for this since I think removing such implications as red_bikini -> bikini would cause more problems than good. I think you should be able to search for a specific color or bikini top or bottom as well.

Not all bikini tops/bottoms are swimwear (i.e. made for swimming), but neither are they underwear (i.e. made to be worn under clothes), and are instead sometimes a form of outerwear. Should different terminology therefore be used to separate the different usages (swimwear vs outerwear) and also to avoid confusion...?

Perhaps. Could you give some examples of such tops/bottoms which are neither?

Blue Trident posted some good links earlier for tops, i.e. post #2553743 and post #2482913.

For bottoms, post #2301658 and post #1983878. These type of bottoms are referred to on Pixiv as "misepan", or show-off panties, i.e. panties meant to be seen, similar to what cheerleaders wear and typically made of thicker material.

There's obviously some grey territory with this, but...

  • Bikinis are usually associated with swimming, beaches, etc
  • Bras/panties are usually associated with underclothing, lingerie, etc
  • Bikini bottoms/tops are frequently associated as everyday wear items
