[bulk] Remove Ruler_(fgo) tag

remove implication jeanne_alter -> ruler_(fate/grand_order)
mass update ruler_(fate/grand_order) -> ruler_(fate/apocrypha)

The ruler_(fgo) tag is completely redundant, plus there's three characters (and possibly more in the future) to whom such a tag would refer to.

I'd like some more feedback from fans of the series before I make a decision.

I would agree, there are multiple rulers, jeanne alter is an avenger and not a ruler (how would this work?), and not-alter jeanne's ruler origin is from fate/apocrypha as Kyte requested.
