Asking artist permission but no answer

I was thinking of uploading a work by an artist that's not here previously, and since his Pixiv profile mentions "Please ask me first before reprinting my illustration" I sent a message to him through Pixiv, but it's been over a week and there's no response. So, should I go ahead and upload the work anyways? :/

Here's how I would deal with it:
- Has the artist been active since you asked?
- Did you ask in a language that you are sure the artist understands?

If yes and yes, upload. You've given them the chance to tell you not to and they haven't taken it.
If no and yes, are they generally active? If they are, then give it a bit longer, as they may just be away for a while. If not, then I'd just upload.
If no to the second question, you haven't really asked at all.

There are other people who would just upload whatever, though.

I checked and yes, he has been active according to the feed tab. I contacted him in english since I obviously can't write japanese. I figured it makes no difference if he or I translates the message. He does have his email in his profile, but I'm a bit leery of using that.
