Well, personally I can't spot difference between waist cape with overskirt. Is the former really need to exist as tag?

Overskirt could absorb the waist_cape tag, but I believe in the old discussion people felt that there were some that were more like a cape and I guess less like a skirt and wanted to keep them tagged on a case-by-case basis.
