Browsing through the cowlick posts, I find images like post #2270334 and post #2357082 that I wouldn't necessarily think to tag as ahoge. Perhaps the terms aren't quite synonymous?
Calling @CharleyDodger and @Zettamorose to hopefully explain why cowlick should ever be used instead of ahoge, and whether the two tags are distinct enough to remain separate.
post #2357082 isn't even a cowlick - it's a quiff.
I would say something like post #2272069 or post #2247899 to be more of a cowlick.
So should Nonohara Yuzuko's ahoge (see post #2463030 for example) be tagged as cowlick then, even though I seem to remember reading the mangaka himself describe it as an ahoge?

That's technically not at the top of the head, so I'd still hesitate to use ahoge even if that artist called it that. It's a bit too far off to the side, IMO.
Then again, I'm also the one advocating "what the author says is how we tag or pool things", so. ..
