Appears to be, the Twitter links to the Tumblr but I DM'd him just to ask, I will message you if I get a response. I didn't find an artist page for these though, did you make one? Also, no Pixiv as far as I can tell but I asked as well on Twitter.

This artist has the name rui on pixiv, but uses rui-ren on tumblr, and nu-u on deviantart. Rui by itself is also taken as a name already.

Their Pixiv username is louisemegan_chan, so you could use rui_(louisemegan_chan).

I actually think this may be a bad idea. I haven't seen that name used anywhere else so out of privacy considerations I did not suggest using this, though I messaged the artist asking if it is their name.
It seems to me they used that name when they created their pixiv and then changed their display name to a pseudonym. Googling the name also does not bring up their art.
I'm not sure if this is the right thread for this, but I'm not sure where else this concern should go.
I think there's enough evidence that artist #32873 and artist #106707 are the same person. post #1656520 has the same signature as post #1279175 and post #1279157 except updated for 2013.
However it also seems that the artist has abandoned her earlier name and now exclusively uses her new name (artist #106707) should a merger be made?

In that case, I've also seen the Pixiv ID number used, which in this case would be rui_(pixiv7039906).

On the artirt's (old) Deviantart page, one user confirms that the artist has changed to another new account. Merged these two entries.
