I would also suggest creating a /two-tonebg -> two-tone_background alias so that there's a simple shortcut to use similar to the other /*bg shortcuts.
I'm not sure I agree with this one in practice: quite a lot of posts that are tagged with two-tone_background are just white with a contrasting color. Especially with all the black and white posts (e.g. post #2355547) I really would not want that tagged with multi-colored background.
The tag implication two-tone_background -> multicolored_background has been rejected.
The black and white backgrounds shouldn't fall under the multicolored_background tag, so siding with Gollgagh's opinion on this implication.
Shouldn't we also nuke the implication from two-tone hair to multicolored hair then?

While similar, because one deals with hair color as opposed to background color they're not the same thing. Characters having more than one hair color is different than a background, and what we refer to when saying multicolored can therefore be different.
