I've noticed some inconsistency in this lately. There are some cases like post #1298558, where a safe image of a character with visible breasts is tagged 1boy, while there are many more like post #2208969 (explicit images where the subject is tagged 1girl). In some posts, the character simply isn't counted in the gender tags at all. I think it would be helpful to have some kind of standardization for these characters.

General tagging seems to tag them based on whatever the secondary sexual characteristics suggest they are, regardless of whatever their primary characteristics are. If we were to tag based on usage then, it would be whatever their secondary characteristics identify them as, unless known that the character is crossdressing/disguised and is normally male.
Sometimes we also base it on what the artist/character identifies as, e.g. Kirihara Torajyuro Tatsumune is tagged as a boy even though s/he has a very feminine body.

This seems like the exception rather than the rule, however. Characters like Nitori Shuuichi and Mutsuki Tooru are tagged based on their physical traits rather than their identities in the source material (though neither are strictly newhalfs).
