That's a coat for sure.
Also, the hat isn't actually an ushanka since there's no ear flaps, which are a defining characteristic. Rather, this looks much like a shorter variation of papakha, named "kubanka" and worn by Cossacks - see this image or google image search results for "кубанка". Though similar hats are parts of traditional outfits in Central Asia, namely Armenia and Azerbaijan, and maybe others too - but I don't think that image was a homage to any of that, so I'd say tag fur_hat and be done with it.
