It does imply feet in water so basically, yes.
But there is another thing: We have walking_on_liquid on so on. So wouldn't it be nicer if this tag is changed to feet in liquid (sounds extremely stupid though, but it implies that every liquid can be it).

As for this request: I'm against it. For me, partially submerged means if at least the water goes up to the thighs.

Interesting level of detail. I am open to change. Currently I favor more generalization and simplicity, but if a case can be made for soaking ankles, soaking calves, soaking knees, soaking thighs, soaking torso, soaking chest and so on, I'll certainly check it out.

I'm not sure I really like the current definition for Partially_submerged. It seems a bit too open, and given it's definition if someone was just soaking their hand in the water while lying by the poolside, that'd also qualify as partially submerged.

Requiring that some part of the torso has to be in or touching the water imho would make a bit more sense.

Given the tag's definition, it's hard to see it as anything other than a soaking_feet water search.

I think the best solution would be to retag feet_in_water with either soaking_feet or wading.

I'd like to hear so more input, but I'm currently leaning toward this as the action that should be taken.

feet_in_water is really defined as soaking feet, as it's definition is "Pictures featuring someone holding their feet in water. Note that this is generally intended for sitting on a riverbank / poolside / rock etc. with feet lowered into the water, and is distinct from either wading or simply sitting in water."
