Wonderful. Now we've devolved from damning simply wrong English to damning technically correct English that people happen to not use. God, there's even an example right in the comments that makes far less sense than the image. No, I'm obviously not saying what this image uses is good, I'm just saying that it works and that it is definitely not Engrish. The capital L in "Learn" and the mix-up with the comma are far bigger problems here.
Here's the truth: Engrish is racism. English speakers laid a particular set of rules on the entire Japanese language that don't really work for Japanese very well but that Japan pretty much had to use anyway (Hepburn), causing a backlash that English speakers still try to downplay to this very day as mere politics that supposedly make Japanese harder to learn (nihon-shiki and later kunrei-shiki); English speakers have since created an entire culture dedicated to Japan tripping over that set of rules (Engrish), and this is something English speakers don't really do for other countries.
Nowadays we have people "questioning" workable English that just-isn't-quite-what-they-themselves-would-use-innit, except they tend to fail at English so much more than a foreigner would tend to, and these English speakers have gotten so frustrated about this (plus some other political nonsense) that they've tried to push the whole "living language" thing harder than ever, which will only make the language harder and harder to understand for everyone on the planet.
There are many problems with our current concept of romanization, and with getting people to learn Japanese. There are many problems with English as a whole, and the language will become more and more difficult for anyone to understand as the years go on. Nearly all of both is the fault of native English speakers, living oxymorons and giant hypocrites, and they're such a disgusting group that those problems will never be fixed.
(Kunrei-shiki actually lightens the load on learning Japanese pronunciation. Hepburn makes a lot of untrue claims about how Japanese works in an attempt to get speakers of a fundamentally broken and nonsensical language to understand anything about Japanese at all. Hepburn requires you to not just explain actual Japanese pronunciation, but also to explain away all the horrific habits that Hepburn will absolutely have branded into you if you had even the slightest interest in anything Japanese beforehand.)
