Cropped/resized images attributed to a different artist

There are two images attributed to hanasaki (minhao166). One of these is a cropped image of a work by another artist, the other is a resized and cropped image of a work by another artist. Both are also bad IDs. It seems to me that this "artist" was actually just taking other artists' work, modifying them in insignificant ways, and then claiming the result as their own work, which is basically plagiarism.

How, if at all, should this be dealt with?

As we can determine who the original artists are, then the original artists' tags should be added to the images. Then due to the alterations being insignificant,as they were only cropping the images/resizing them, the editor's name should be removed from the images.
