There are 531 pages of this tag, yet there are only 4 images of lolita_fashion + rape and only 4 pages of lolita_fashion + bondage. That sounds highly improbable.
Is there some sort of censorign going on with this tag?
Edit : I guess a lot of images are missing lolita_Fashion or gothic_lolita. Almost all the images of "rachel alucard" don't include either tag even though her outfit qualifies.

And maybe there are some people who don't recognize lolita fashion.
I for example know some characters (Some Rozen Maiden characters, Celestia_Ludenberck ) who wears them but I can't really identify if a black dress is now a lolita fashon or not.
Wait. If I'm understanding this correctly, you're saying that there are not enough pictures with girls dressed in lolita fashion being raped or being in bondage? I think rather than the lolita fashion tag it has more to do with the rape tag or the bondage tag does it not? Rape is pretty subjective without a story, since you can't call all pictures with the girl crying as her being raped, so it is reasonable that it's undertagged. Also, since you're not a gold member or above, any picture with the loli or shota tag is hidden from you.
There are only 16 pages of gothic_lolita that is rated as explicit. Leaning towards undertagged atm.
Heres a good example : Suigintou's outfit is gothic_lolita, yet most of her pictures are not tagged as such (see : https://danbooru.donmai.us/posts/735842?tags=suigintou+bondage)
