-1, while they are the same character and normally they'd likely get implicated, both are independently active characters within the series and behave more like separate characters. They should remain separate because of that.

As above, they play different roles in the story, and outside of one being the other's future self, are effectively completely different characters who have divergent motivations and personalities. It's not like time skip Ruri from Nadiesco, but more like an alternate universe version.

I think using older with the Asahina Mikuru (adult) would only cause problems. With an independent Asahina Mikuru (adult) tag it'll cause confusion because using older with that tag would be saying older than Asahina (adult), even though it's intended to be saying older than Asahina (young). For a dependent Asahina (adult) tag that say would implicate Asahina Mikuru, it'll still just cause confusion because by having both adult and young tags on the same image which is the older tag referring to? It's also redundant to have both a dedicated tag to indicate the older state and using the older tag on the same image.

The usage of the older tag indicates that a character has a defined normal age, but both Asahina Mikuru (small) and Asahina Mikuru (big) appear within the very first volume of the series so both ages are established as natural age points for the, essentially, two characters. More so since even the younger Asahina is a time traveler from the future.

As Jarlath said, it's best to treat them as if they were alternate universe versions than time skipped versions of the same character. Particularly given how the series ended.

There really isn't a guarantee that Asahina (big) is the exact person that Asahina (small) will grow up into. While it is Asahina (big)'s job to try and insure her timeline is the one history follows by giving orders to Asahina (small), the fact the the last story arc exposed the existence of an alternative timeline would suggest that there is always alternative possibilities the future could go. There is also the fact that time travel is prevented past the point the last story ends, so it rather leaves up in the air whether Asahina (small) will truly become the Asahina (big) that Kyon has been interacting with.

I'm also amazed I still remember that stuff off the top of my head....

It does indeed look like asahina_mikuru_(adult) asahina_mikuru should be cleaned up.
