create implication head_wreath -> wreath
create implication flower_wreath -> wreath
Should be obvious even if the wreath tag has much less use than the head_wreath tag or am I missing something here?

Head wreaths are, of course, technically a type of wreath. The wreath tag gets much less use because when you simply say "wreath" without any further description, people think you mean wreaths hung as decorations (Google images) rather than wreaths worn on someone's head. Consequently, wreath head_wreath and wreath flower_wreath are a small fraction of wreath posts.
Maybe what we need is a wreath_(decoration) tag exclusively for wreaths that aren't meant to be worn.

So I guess the english language (again) nukes this implication^^? It really interesting how many difference there are from german considering such tags :o.
