Sorry, but I can't really tell whether you're being sarcastic or not.
In case you're not though, well, I think it will be quite easy to tell the differences. But in case it's vague, just as how you put it, then naturally the food_in_mouth + mouth_hold tags should be used instead.
not every food in mouth need mouth hold tag.

How about we let food_in_mouth imply full_mouth?
Just an idea. Not that I want the implication (:P).

Food in mouth tells me that there exists some amount of food greater than 0% and up to 100%. Full mouth is more like 75%-100%, which is my subjective take.
