It's a bug that happens often when creating new tags, particularly artist tags. The tags actually do have the artist category in the database, but they are cached as having the general category so it looks like they are general most places on the site. The reason you can't change the tag's category to artist is because it's already artist.

To fix a tag bugged like this go to /tags and type the tag's name in the search box. Then click the "fix" link at the right of the row and then "fix" again. Repeat for all the bugged tags.

I think I fixed them all but the list's so big I might have missed something.

Is it possible to ask the artist for the name? Other people did tag the names for me, but I know some artists right of the bet and tagging them. It's fine to upload without tagging the artist most the time?
