I know it's early and there's currently one image of Ryuuhou but considering Ryuuhou is Taigei converted from a sub tender to a LAC, I think an implication is in order. It is the same deal with Verniy and Hibiki.

She is pretty different. I don't think this implication should exist.

Pretty heavy difference on her art.

She looks the same aside from her costume and accessories and she really is intended to be the same person/ship. The implication seems fine to me.
