No, that is just an assumption. If we gho by traditional maybe 500 year old Japanese names then you might have some truth to it, but since the introduction of the katakana and hiragana... well, the kanji gives meaning right? But the Katakana and hiragana just show us how the name is pronounced? So while a name such as say Hiro can have different kanji spellings but the same pronunciations, the same is also true for kanji. A name such as Mituka can have different katakakana or/and hiragana spellings/pronunciations even though they are the same name.
Either way -- Mituka is a Japanese female given name -- it isn't foreign.
