You've been told this already, but Danbooru already BOTH stores the original zip (huge filesize) and creates its Webm counterpart automatically - manually uploading converted webms is unnecessary. Check out "Save as video" link on ugoira posts - that opens converted webm for you. It's currently broken on certain posts, but once it's fixed, separate webm uploads would not be necessary.
I can understand your size/bandwidth concerns, but you should also consider that uploading converted posts breaks duplicate and revision checks - both of those will work with original .zip files. Once automatic conversion is fixed, it's possible to make either a user option or an userscript, to show converted video files automatically instead of ugoira.
