Italian troops did serve on the Eastern Front, yes, as well as Slovaks and Hungarians. They were mostly under Army Group South (, Ukraine, Stalingrad and the Caucasus). There weren't many of them, and they mostly did second-line duties (well, the Italians were part of the failed attempt to rescue 6th army from Stalingrad), but they were certainly present.
This is actually Old Persian cuneiform. There are three words (𐏐 being a separator), but none that correspond to anything known (at least not in dictionary form). It's also unlikely that it's a transliteration of Japanese, as the last word must be "TUU", but the first word could almost spell out Lunatic, missing the final syllable.
Of course Yuzu is the one cooped up in the dreadnought. Where else would she be? With how small she is they could probably install a normal cockpit for her too.
