Based on the translation here, does she try to hide her regional dialect but you can hear it in her thoughts?
She uses the same regional dialect in both. It's just she keeps up a calm and composed ladylike exterior at all times so she uses a refined, upper-class version of the dialect but she frequently has outbursts in her inner monologue where she sounds far more uncouth. Example . This makes her similar to Kaoruko/Magia Sulfur from MahoAko, except Lilac's outbursts are all contained in her monologue so far.
It's kinda like, say, a Southern Belle who sounds like a farm laborer in her inner voice.

"Tama, rejoice! A new Tsukkomi role has arrived!" :PekoraOgey:
Context - BRIDE, company known for bucket seats/racing seats for cars ala RECARO... now has an anime girl mascot, or something. She's called 赤座みいね.
Note: She's sat on a BRIDE GIAS III, and her stockings reference BRIDE's signature seat colour pattern (at least on the black ones. I'm not a racing seat otaku, so correct me if I'm off.)
Why are so many Takagi images rated sensitive for no good reason? I get if its a bikini or suggestive pose, but this?
Because the site didn't always have the General rating and this post, and probably most of the ones you've found, were originally rated "Safe". This wasn't an update that could be automated so there's still thousands of posts that are still rated S because no one's gotten to them yet.
Likely because rating:s used to mean "safe". To make matters worse, IIRC rating:g started as limited to _really_ above any objection. I myself was surprised to open https://danbooru.donmai.us/wiki_pages/howto:rate just now and realize the guidelines changed again.
