Funny that, I used similar frame parts when I was starting out, and I wanted a red-and-blue paint job, and I accidentally made an Optimus Prime-looking mech.
I have no idea what kind of mojibake nonsense happened to the commentary, and/or if it's somehow intentional or decodable.

Oh BTW it's just some classic vocal synthesizer catchphrase about Kotonoha Aoi. The artist fucked up the translation tho and the correct translation would be "闡ｵ縺｡繧・ｓ蜿ｯ諢帙＞"
