Seems to be an original character concept which is something this artist does a lot of? Bludgeon typically has way more green in his color scheme, plus the aircraft elements and that pirate cutlass don't line up with any of his existing designs.
I'm pretty sure Jiaoqiu is quite a bit older than Feixiao, at least his story implies that considering it sounds like he was already working as a medic during the general before Feixiao...
