It is. Some people may known it as Unstoppable Orga after a popular version with Orga Itsuka edited with Astroganger's proportion to the tune of "Rage of Dust" by SPYAIR.

It's way too early to be calling this "origins" of anything, I haven't seen anyone else use this design. The only thing it shares with a handful of other depictions is the single braid hairstyle, which is still much less common than above the shoulder hairstyles.

No. It would be HiH if you could somehow believe it's a total coincidence that they used the exact same design, but they got Hikosan to design her model, so they knew what they were doing. It was the most popular fan design, so it's hardly surprising. Hololive is very in touch with its fans.
