Basically if you discount SA, Russia and the US are pretty similar in terms of weapon exports.
adding a update to these numbers, a updated ranking has been published by Sipri in the "Trends in International Arms Transfers, 2023" publication.
For the period of 2019 to 2023 (so including around two years before the Russian invasion of Ukraine) Russia is now on the third place with 11% of global arms export, 2nd place is France with a slightly bigger 11% and the united states wayyyyy ahead on a first place with 42% of the global arms market share.
The above ranking of the period 2019 to 2023 includes two years prior to the escalation of the Russian war on Ukraine, so you can probably guess that Russian global arms exports are kinda fucked.
Still the fall in Russian weapon exports has been a longer trend, here is a direct quote from the publication relating to a longer period:
"Russia’s arms exports fell by 53 per cent between 2014–18 and 2019–23 and it accounted for 11 per cent of total global arms exports"
