She wasn't thrown away, her owner forgot to take her then no one have picked her up because of her unpopular color, that is the interesting part. Her color is purple, for a object like umbrella dyed purple, it means the owner or creator might appreciate it or it was indeed expensive, because that time, purple dye was rare and costly, moreover it is symbol of aristocracy. So I guess her owner might come from a noble or rick family or a famous artisan. In WaHH, Kogasa is recognized as a talent artisan and blacksmith, because of her creator or she is just that good, she has lived for more than a century, a hard working and pursuit youkai so it is understandable.
A normal tsukumogami usually hold great hatred toward human but Kogasa doesn't, I think she was a loved umbrella and the reason why she turned into a youkai not because of hatred but self-pity, nothing more than a decorated umbrella, not a useful tool. The reason no one picked her, I think because the lower class people didn't understand her value. In UFO, she told Reimu:

I'm not sure for the Japanese Imperial Family, but I think that in China, purple was exclusively for the Emperor, so Kogasa is very, very posh.

Reimu's behaviour in most canon sources paint her as excessively materialistic: her perpetual frustration regarding her finances, and her unwillingness to put in any extra effort other than short-term ploys that never solve her financial situation durably, are clear indication she doesn't value things like hard work and dedication (well, that one isn't really news to most fans), only money and material possessions that serve a direct, useful purpose. Which is very unbefitting of her position and job as a shrine maiden.
No wonder Yorihime beat her so effortlessly in what is supposed to be her speciality: Reimu severely lacks genuine spirituality.

While you might normally interpret that to mean she's in danger, here we don't truly know that; that depends on the intentions of the hand's owner (and the artist).

Not that I think it'd matter to you, but SoS are pretty much joined at the hip of the Custodes. They're never going to be as popular, nor as well developed. As such, making them distinct and flavorful is the best way to make them stand out. And no, being psychic nulls doesn't make them stand out. Quite the opposite in fact.

Sadly typical from Games Workshop, they keep retconning "small stuff", but they don't realize that they're fucking up their lore big time with it. Custodes all being males was used in my circle of friends to "prove" that female Space Marines really were impossible, and that it wasn't just the Emperor not trying hard enough. Now that female Custodes are a thing, I really wonder how Games Workshop can justify female Space Marines not being a thing. And don't get me started on the Sisters of Battles, they're "just" highly trained warrior monks, they aren't the barely humans that the Space Marines are. For fuck's sake, it's the same shit with Ollanius Pious, he used to be just a man standing against fucking Horus, the first of the Primarchs, the Champion of Chaos, and what Failbaddon wishes he was. Then Games Workshop made him a space marines, then a terminator, then a custode, then finally an immortal, when him being just a man, just one man, was just what the story needed to prove how far Horus was gone, that he would deliberaly kill what was as dangerous as a newborn to him. But no, a normal marine wasn't enough, he had to be bigger and stronger, making him more of a threat to Horus, and making Horus' murder of him less of a gratuitous act and more of an actual self-defense.
