It's called embedded notes. It uses HTML coding to do this.

@SolRush do you just wing it when it comes to determining the angle for the tilted text?
How long does it usually take for one note?

The preview button helped a lot, so it was easy to tilt it. Sometimes code inspector works.

It's mostly coding work; it naturally takes long depending on how much detail and code the noter wants to put in.
